Civil Division of the Sofia City Court hears civil cases at first instance and appellate.

The Civil Division has 18 separate court panels of first instance, which according to Art. 80, para. 1, letter “B” of the CPC deal with disputes for claims of more than 10 000 lev, as well as cases which under special laws are the exclusive competence of the Sofia City Court. The department formed also 10 appellate panels, which consider appeals against the first instance decision of the CPC in employment and real civil cases, including cases related to disputes under the Public Procurement Act.

First instance panels to the Civil Division of the Sofia City Court consider civil cases filed in court. They are related to those covered by the Commercial Law commercial transactions, also with the special quality of the parties, one of which is a trader, the other party is a citizen (individual), and does not depend on the type and nature of the proceedings – whether a declaratory, constitutive or reprehensible action, or in the case of contentious proceedings or enforcement procedures.

Litigation of cases handled by Civil Division are:

  1. disputes concerning the conclusion and execution of civil and commercial transactions, including banking cases in which one party is a citizen – individual;
  2. to reality and nullity of the civil and commercial transactions in which one party is a citizen – individual;
  3. cases for adoption of Bulgarian nationals by foreigners and all other cases of adoption;
  4. in default of contractual agreements;
  5. Disputes concerning the rights of civil servants for claims of more than 10 000 lev;
  6. claims on defaults and forfeits on bonds and privatization transactions where one party is a citizen – individual;
  7. cases with the disputed damages claimed under the Law on Liability of State and Municipalities for damages caused to citizens;
  8. between citizens and traders with an object arising from the Law on Obligations and Contract;
  9. recognition and enforcement of effective foreign judgments under the Code of private international law;

10. appeals against rulings of the CPC in employment, real civil cases, including disputes under the Public Procurement Act.
